Dubai Health Authority (DHA) provides complete oversight of the regulation and governance of the healthcare sector within the emirate of Dubai by designing health policies, strategies and standards for developing, regulating, licensing and monitoring the provision of healthcare services provided by the public and private healthcare facilities.

DHA mandate also includes governing and managing health insurance, health investment, and health tourism services. Furthermore, DHA is responsible for Preventive Medicine and Occupational Health and Safety and setting the Medical Education Strategy in Dubai and regulating the provision of medical education, clinical research and trials.

Other Insurance Packages

Private sector companies and family sponsors can get health insurance coverage for their dependents from insurance companies authorized by Dubai Health Authority. The insurance packages focus on inclusivity and compliance with Dubai’s health insurance law, guaranteeing accessible healthcare for all categories of residents​.

Mental Health Law

The UAE’s Federal Law No. (10) of 2023 on Mental Health governs the relationship between psychiatric patients and involved institutions, including facilities in free zones. It outlines regulations for mental health services, types of admission, voluntary treatment, and responsibilities in cases of patient escape or death. Its main objectives are to protect patients' rights and dignity, reduce the impact of mental health conditions, and promote social integration.

The law guarantees psychiatric patients several rights, including receiving clear explanations of their rights, treatment plans, and potential risks. They have the right to file complaints, access psychotherapy and medication, and receive care in an environment that respects their civil rights.

Al Amal Psychiatric Hospital

Al Amal Hospital is the first internationally accredited specialised medical facility in the field of mental health in the Middle East. It is accredited by the Joint Commission International (JCI).

The hospital serves patients from Dubai and the Northern Emirates and offers a range of outpatient specialised psychiatry clinics for children, adults, the elderly, people of determination, as well as those with addiction.

Organ Donation

Donation and transplantation of human organs and tissues is allowed under the UAE Federal Decree by Law Concerning Donation and Transplantation of Human Organs and Tissues.

The Law prohibits the buying, selling, or commercial exploitation of human organs, tissues, or genetic material. Health establishments, doctors, and medical workers are forbidden from engaging in organ trade, unauthorized transplants, or accepting financial compensation for such procedures.

National Program for Donation and Transplantation of Human Organs and Tissue - ‘Hayat’

‘Hayat’ is a national system to enhance efforts to get more people to donate human organs and tissues in accordance with international standards and practices.

Controlled medicines
